Where can I lookup reverse license plate and/or reverse address online for free?

There are so many websites out there... they all say the search is free, but then to get the information you have to pay... is there any website out there where I can find out who owns a certain car according to the license plate, or who lives at a certain address, and get the information for free?|||Stop stalking people! But if you do insist on stalking, quit being cheap and pay for the info.
