Okay these are two different kettles of fish :)



First, landlines - you can find out these from the likes of "WhitePages.com", "411.com" - just type the number into their reverse lookup sections and you'll get all th details you need. There's also a good feature in Google which does this - just type "Phonebook: 555-555-5555" into the Google search box and it will show you all the information about that number, if it's listed publicly.

For cell phones, it's a different story altogether. There are no public places to locate the information for these phones for free because of how they are used. Unlike landlines, which are basically kept in the same place all the time, cells are continually being moved around and are continually switching owners. The only way to get this type of information is to look it up on Google / Facebook / MySpace (just type the phone number into the search feature of these sites and see what comes up). Then after that, you may wish to use a commercial service to locate the information you require.
