All I know is his cell number and his first name. Can I find out his last name & address without paying?

I checked my cell phone bill online this afternoon and I found multiple calls to this one number on my husband's line. After a quick bit of searching, I found out the person he's calling has a first name of "Justin." I want to know his last name and address, but don't feel like having to pay $40 for a stupid cell phone reverse lookup plan. Any sites or resources you know of that I can get the info I need?All I know is his cell number and his first name. Can I find out his last name %26amp; address without paying?
